Governmental Affairs Program
Governmental Affairs Director: Sandy B. Hunt, National Oil Recyclers Association General Counsel: Christopher Harris
The Governmental Affairs Committee has been active for many years and is at the heart of the NORA services. Meeting three times a
year, the committee sets yearly priorities and tracks proposed legislation and regulation. This committee recommends to the Board of Directors the action that the Association should take on
regulatory and legislative issues. Monthly updates are published in the newsletter; alerts and surveys are faxed out when needed.

Federal
NORA actively represents its members with the EPA, other agencies and in Congress, and frequently provides comments on regulations.
NORA also lobbies for its members whenever there is a bill in the House or Senate that could affect the used oil and related industries. NORA lobbied successfully to keep used oil from being listed
as a hazardous waste in 1992.
State/Regional
NORA assists its members on a state and regional level. We have relationships with most state agencies and work with members on
individual issues. We write letters of interpretation, submit formal comment and provide testimony on behalf of our members. NORA has three state EPA agencies as members.
Litigation
NORA enters into federal court when the health of the recycling industry is threatened.
Committees
NORA sets priorities, chooses projects and sets action assignments with input and participation from its members who serve on
NORA’s committees. Members’ expertise, creativity and foresight provide the foundation for our association to grow and develop.

Membership Directory of Products and Services The NORA Directory includes cross-referencing of member companies by name,
state, representative, service area, and profile. It provides a product and service listing with over 35 separate categories. The directory is requested by generators, suppliers, consultants,
and government representatives from all over the world.

Conferences NORA holds an Annual Meeting, Conference and Trade Show each fall that
features presentations on technology, regulations, business issues and market opportunities. Regional seminars are held during the year focusing on issues pertinent to the recyclers and marketers.
Video “The Used Oil Management Story” is a 12-minute video showing how used oil is
recycled and re-refined. Management of used oil filters is shown as well. This video documents the industry’s role in protecting the environment by transforming
waste materials into valuable products. Member discounts apply.
Recycling Materials Pamphlets, articles, fact sheets and various studies are available.
EPA Materials The EPA Guide to Used Oil Management, a great guide for beginners, provides
an overview of the regulations and has a referral guide to other associations with information.
Studies The Entropy Air Emissions Study was commissioned by the Used Oil Recycling
Coalition. This study, completed in 1996, contains the most definitive and quantitative test data on the air emissions from asphalt plants burning used oil and virgin fuel.

NORA’s seminars and conferences provide the ideal setting for meeting
industry colleagues to gain business insights, expand business, and form partnerships with those from all over the United States, as well as Canada,
Europe, South Africa, the Bahamas, South America and Australia.
NORA’s standing committees on Governmental Affairs, Membership, Marketing
and Conference provide the opportunity for small group interaction and networking. Committee members get an opportunity to voice their views on all NORA issues.
Board of Directors give elected members a unique opportunity to bond with a
small group of industry leaders while also serving the association.

Groups we are regularly involved with are the American Petroleum Institute (API), Automotive Oil Change Association (AOCA), Convenient Automotive Service
Institute (CASI), Filter Manufacturers Council (FMC), Independent Lubricant Manufacturers Association (ILMA), and National Automobile Dealers Association (NADA).
Association Strength
The National Oil Recyclers Association has clout and strength due to our
collective membership. Agencies and community groups listen to our single vote. No matter how large or small your company is, you still benefit from being part of
a non-profit, environmental association.

NORA promotes the recycling of used oil, wastewater treatment, and other
related industries as environmentally responsible groups using the NORA Code of Ethics as a foundation. NORA members are looked at as “preferred providers.”
Being a member means that your company is seriously concerned with its business and environmental responsibilities. At all levels, NORA member
companies are judged to be carrying out their activities in an environmentally responsible manner.
